at the gas pump this year? well, get ready to add insult to injury. at the time, california drivers were told that the price spikes were necessary to make up for refinery outages. but cbs 5 reporter grace lee found out that we may have been fooled. grace. >> reporter: dana, that is a possibility but we're not sure. that's one reason why they had a special senate committee hearing today and invited a research group that specializes in energy pricing and what they found was after months of research, they could not explain why we had those gas price hikes in may and in october. that's the mystery there. they can't explain it. but it did cost californians in october about $1 billion. >> reporter: when prices spiked at the gas station the 7 gas companies in california said it's not our fault. instead, they blamed accidents like the chevron refinery fire or unexpected maintenance problems. but the biggest price spikes were in may and october. that's months before and after the chevron fire in august. >> we have seen shifts in price of gasoline. >> reporter: it's one of the reason senator mark leno

, california. the other thing, of course, we're following is all of the severe reports right here in the bay area. lightning early this morning in san francisco and oakland. multiple strike there's. even hail that covered parts of 101. i drove through that right through the san francisco airport. and there was a multiple car accident. dangerous. and winds atop 40 miles per hour with at least 900 outages at its peak this morning. also, some very rare snow down to about 2500 feet at mt. hamilton. that's at the elevation of 4,360 feet. let's show you some of these pictures. you can see not only the snow, but the roads very icy as it provided a light dusting. officially only 1 inch reported. but in some areas slightly higher accumulations. none the less, it looks really beautiful up there. and a signal that we are finally getting the weather pattern to change. you can see a few hours of showers developing off to the south. we are going to be tracking that, along with the very cold temperatures gripping the bay area. we're going to be near record-setting lows. i'll have details on that in my full

. this cloud coverage will continue towards northern california. and this continues from the northern california region. we will not see rainfall but it will be lingering. overnight temperatures will be just a little bit warmer with the futurecast showing in the 40's for the 7:00 a.m. our. i'd think we could even see 30's. by noon, we could see widespread 60s. we will see more of the 70's in the north bay. however, taking a look at the north bay temperatures we will see even 30's and it happened, and vallejo. and in-napa toward 49 degrees in san francisco. about 8:00 last night. this is what our sources are telling us. the man has a southern california address. he tried to board a southwest flight to los angeles. he was going through the checkpoint here when tsa inspectors noticed suspicious items in the bin where he put his carry-on bag. they found components of an ide. an improvised explosive device, a watch with wires, fuses and a toggle switch. all the components were there except for the explosives. they then look at his boots and he suffered layers into his boots just like the shoe bomber richard reid had done. they notified sheriff's deputies who took him into custody. they examined the material. the f.b.i. was notified. sheriff's office tells us the man claims it was an art, a piece of art. we are still trying to find more details about this story but that the very latest here from oakland international airport. >> cheryl: at san francisco international airport there were weather flight delays. there were delays on flights arriving this morning from the northwest where the weather is already wetter. >> kristen: we're not dry

california searching for any kind of answers. jean elle has more details. >> reporter: an american flag stands in front of their house in san jose. the family is driving to palm springs to learn more about why police shot and killed the 22-year-old marine. police say it happened early saturday morning in a downtown parking garage. the police chief in palm springs says police on bicycles went to check out loud voices inside the lot. officers say they recognized the marine and his friend from an earlier run-in with them, a drunken public incident. police say they ordered him to stop his car and when he drove off with one officer hanging out of the passenger side window and hit another officer, police fired, killing the san jose marine. >> after we collect all the witness statements, the statements from the officers involved and the evidence at the scene we'll have a better determination of what actually occurred, what was occurring in the minds of the officers, what led them to use their weapons in this incident. >> the marine's friends was not hurt. they found a stolen phone and atm card
